NEW YORK, NY — April 30, 2025 — Litigation for Animal Welfare (LAW), a new legal advocacy initiative dedicated to advancing the rights and welfare of animals through strategic litigation and investigative action, has announced its first slate of investigative cases. The organization will begin by pursuing five high-profile, high-impact matters involving potential criminal conduct, regulatory violations, and systemic failures in animal protection.

The Mysterious Fire in Upstate New York Shelter
Dozens of dogs rescued from global meat markets perished in a devastating fire under suspicious circumstances. LAW is investigating potential negligence, arson, and failures in oversight connected to the shelter facility, and is committed to ensuring transparency and accountability.
Glyphosate Poisoning and Commercial Weed Killers
Following alarming reports of pet deaths and illnesses linked to exposure to common lawn and garden chemicals, LAW is launching a legal inquiry into glyphosate-based products, examining corporate liability and regulatory enforcement failures.
Dangerous Dog Rescue Initiatives
While rescue efforts often come from a place of compassion, improperly screened or untrained aggressive dogs are increasingly being placed into communities—sometimes with tragic results. LAW will investigate the practices of organizations whose lack of oversight or transparency may be putting people and pets at risk.
The Reemergence of Scandal Plagued Dog Charity
Mark Ching, a controversial figure once prominent in the animal rescue world, is reportedly reentering the charity space under new branding. LAW has received reports and is investigating potential donor fraud, violations of nonprofit law, and animal welfare concerns tied to his operations.
New York’s Ban on Retail Puppy Sales
As the state’s historic ban on the retail sale of dogs, cats, and rabbits takes effect, LAW will be monitoring for illegal sales, deceptive practices, and retaliation against whistleblowers. LAW will support enforcement and defend the legislative intent of this landmark law.
