Investigation - No Dogs Left Behind (NDLB)

A primary mission of Litigation for Animal Welfare is supporting legal cases through funding and/or legal referral, and providing legal resources and investigative services to lawyers and the media, in animal welfare cases. While we are assisting in numerous cases at various stages of development, we are seeking public assistance in the following case:

Case - Investigation into “No Dogs Left Behind” (NDLB)

At Litigation for Animal Welfare (LAW), we believe that rescue organizations must be held to the highest ethical and legal standards—especially those operating under the banner of international animal welfare. Our current investigation into No Dogs Left Behind (NDLB) arises from a growing body of reports that question the organization’s conduct, transparency, and treatment of animals, staff, and volunteers.

BACKGROUND

No Dogs Left Behind has gained attention for its mission to rescue dogs from the meat trade and other perilous conditions overseas, transporting them to the United States for rehabilitation and adoption. While the organization’s stated goals are commendable, serious allegations have emerged from former employees, volunteers, adopters, and affiliated rescues—both domestic and abroad.

These allegations include:

  • Inhumane transport and housing conditions

  • Withholding or misrepresenting medical information about animals

  • Questionable financial and adoption practices

  • Intimidation of whistleblowers and former staff

  • Lack of regulatory compliance in both the U.S. and internationally

LAW has received troubling documentation that raises concerns about whether animals rescued under the NDLB banner are receiving the safe harbor and second chance they deserve.

WHY LAW IS INVESTIGATING?

Our investigation was prompted by patterns of concern raised by multiple, independent sources across several countries. While rescue work is difficult and complex, there is no excuse for negligence, cruelty, or concealment.

We are investigating whether:

  • NDLB violated U.S. federal and state laws governing animal welfare, transport, and nonprofit accountability

  • There is a pattern of misleading donors or adopters about the condition or origin of animals

  • Animals are being placed in homes without proper assessment of their medical and emotional fitness putting both animal and family at risk

  • Imported animals are being inadequately quarantined or vetted, risking public and animal health

SCOPE OF THE INVESTIGATION

LAW’s investigation and litigation support related to No Dogs Left Behind is unfolding on multiple fronts. Our current efforts include legal assistance and fundraising in support of ongoing litigation to save Niu Niu, a dog at the center of a high-profile custody battle; providing legal referrals and guidance to individuals facing threats of anti-SLAPP lawsuits after speaking out; investigating the circumstances surrounding a suspicious fire that killed 44 dogs at an NDLB shelter; and assisting several government agencies with active whistleblower cases. These coordinated efforts reflect our commitment to transparency, justice, and accountability in animal welfare.

Our inquiry includes:

  • Collecting sworn statements from insiders and adopters

  • Reviewing veterinary records, transport logs, customs documentation, and CDC paperwork

  • Investigating public financial disclosures and donor representations

  • Coordinating with international partners and regulatory agencies

  • Exploring litigation and legislative recommendations based on findings

WHAT COMES NEXT?

As with all our investigations, LAW is approaching this matter with both urgency and fairness. We are committed to uncovering the truth and advocating for systemic reform where needed. If wrongdoing is found, we will not hesitate to pursue legal remedies and/or refer the case to appropriate authorities.

Our goal is not to undermine rescue efforts—but to ensure that rescue, in name and practice, truly benefits the animals.

Costs associated with investigation into No Dogs Left Behind and the creation of a litigation fund to file suit could exceed $100K. Donations towards the investigation and potential litigation would be appreciated.
