Investigation - New York City Animal Care Centers (NYC ACC)

A primary mission of Litigation for Animal Welfare is supporting legal cases through funding and/or legal referral, and providing legal resources and investigative services to lawyers and the media, in animal welfare cases. While we are assisting in numerous cases at various stages of development, we are seeking public assistance in the following case:

Case - Investigation into “New York City Animal Care centers” (NYC ACC)

At Litigation for Animal Welfare (LAW), we are committed to protecting the most vulnerable members of our society—animals who cannot speak for themselves. Our investigation into the New York City Animal Care Centers (NYC ACC) stems from increasing reports of systemic failures that put the welfare, safety, and lives of animals at risk.

BACKGROUND

NYC ACC operates as the municipal shelter system for the five boroughs of New York, funded in part by taxpayer dollars. It is tasked with the care, shelter, and adoption of homeless and surrendered animals. However, over the past several years, alarming patterns have emerged—documented by whistleblowers, volunteers, adopters, and rescue organizations.

These reports point to:

  • Inhumane housing and handling of animals

  • Lack of veterinary oversight and medical care

  • Unexplained or premature euthanasia decisions

  • Mismanagement and retaliation against staff who raise concerns

  • Obstruction of rescue efforts and transparency

  • Financial mismanagement

WHY LAW IS INVESTIGATING?

LAW initiated this independent investigation in response to a disturbing volume of credible complaints, many backed by photographic and video evidence. Our concerns are not only moral but legal: if animals in municipal shelters are being neglected, abused, or euthanized in violation of New York State animal cruelty laws, those responsible must be held accountable.

This investigation also examines:

  • Whether NYC ACC is in compliance with city and state regulations

  • If city officials have failed in oversight responsibilities

  • Whether systemic neglect constitutes a breach of public trust

WHAT ARE WE DOING?

Our investigation includes:

  • Collecting sworn affidavits and statements from former employees, volunteers, and adopters

  • Reviewing veterinary and euthanasia records

  • Analyzing procurement and budget documents related to shelter operations

  • Coordinating with animal law experts, veterinarians, and municipal accountability advocates

  • Exploring legal remedies including litigation, legislative advocacy, and public education

We are also preparing a formal report for city agencies, elected officials, and the media. Our goal is to ensure accountability, reform, and—most importantly—better lives for the animals who rely on NYC ACC for protection.

WHAT COMES NEXT?

As with all our investigations, LAW is approaching this matter with both urgency and fairness. We are committed to uncovering the truth and advocating for systemic reform where needed. If wrongdoing is found, we will not hesitate to pursue legal remedies and/or refer the case to appropriate authorities.

Our goal is not to undermine effective shelter efforts—but to ensure that shelters, in name and practice, truly benefits the animals.

Costs associated with investigating NYC ACC and potentially filing suit against the organization could exceed $250K. Donations towards the investigation and the creation of a litigation fund would be appreciated.
