A primary mission of Litigation for Animal Welfare is supporting legal cases through funding and/or legal referral, and providing legal resources and investigative services to lawyers and the media, in animal welfare cases. While we are assisting in numerous cases at various stages of development, we are seeking public assistance in the following cases:

The Mysterious Fire in Upstate New York Shelter

Dozens of dogs rescued from global meat markets perished in a devastating fire under suspicious circumstances. LAW is investigating potential negligence, arson, and failures in oversight connected to the shelter facility.

Dangerous Dog Rescue Initiatives

While rescue efforts often come from a place of compassion, improperly screened or untrained aggressive dogs are increasingly being placed into communities—sometimes with tragic results. LAW will investigate the practices of organizations whose lack of oversight or transparency may be putting people and pets at risk.

Saving Niu Niu, the German Sheppard at the Center of a Bizarre Retaliation Case

After being adopted into a loving family where she can live out her final months, Niu Niu, a 10+ year-old, critically ill, German Sheppard rescued from Chinese dog meat markets, is the subject of a bizarre case of retaliation.

No Dog’s Left Behind, an opaque, “rescue” organization that transported her into the US is trying to bully Niu Niu's forever family with a $100K law suit to keep former NDLB volunteer Megan Langevin silent about the inner workings of the organization. And worse, the bully wants Niu Niu turned over to him.

SPCA Investigation into Overreach and Euthanasia of “Dangerous Breeds”

Litigation for Animal Welfare (LAW) is conducting a multi-state investigation into SPCA practices, uncovering a disturbing pattern of constitutional violations, including unlawful seizures, warrantless searches, and the targeting of so-called "dangerous breeds" without sufficient cause. These actions often result in the removal—and sometimes euthanasia—of family pets with no formal charges ever filed against their owners. LAW’s goal is to pursue federal civil rights charges, holding SPCAs and associated agencies accountable for systemic overreach and establishing stronger legal protections for pet owners nationwide.

Glyphosate Poisoning and Commercial Weed Killers

Following alarming reports of pet deaths and illnesses linked to exposure to common lawn and garden chemicals, LAW is launching a legal inquiry into glyphosate-based products, examining corporate liability and regulatory enforcement failures.

The Reemergence of a Scandal Plagued Dog Charity

Mark Ching, a controversial figure once prominent in the animal rescue world, is reportedly reentering the charity space under new branding. LAW has received reports and is investigating potential donor fraud, violations of nonprofit law, and animal welfare concerns tied to his operations.

Bureau of Land Management Wild Horse Scandal

The BLM Wild Horse and Burro Adoption Incentive Program (AIP), which offered $1,000 to adopters was struck down by a federal court for violating environmental and administrative laws. Investigations revealed that many horses were funneled to slaughter despite legal protections, as some adopters exploited the program for profit. LAW is currently examining both abusers and the management of the program with an eye towards assisting in better protecting wild horses and burros in the future.

New York City Animal Care Center Investigation

Litigation for Animal Welfare is actively investigating widespread reports of abuse, animal mistreatment, and financial mismanagement within the New York City Animal Care Centers (NYC ACC), an agency long criticized for operating one of the highest-kill shelter systems in the United States.

Our inquiry focuses on documented instances of neglect, preventable deaths, lack of veterinary care, and troubling patterns of euthanasia carried out without meaningful efforts at adoption or placement. Additionally, we are examining discrepancies in ACC’s financial reporting, allegations of misused public funds, and systemic failures in oversight that have allowed these conditions to persist. Through legal action, advocacy, and public awareness, we are committed to holding NYC ACC accountable and fighting for humane, transparent, and life-affirming standards in municipal animal sheltering.
