Litigation for Animal Welfare (LAW) Announces Investigation Into NYC ACC

NEW YORK, NY — May 22, 2025 — Litigation for Animal Welfare (LAW), a nonprofit legal advocacy organization dedicated to protecting animals through strategic litigation and investigative action, has launched an independent investigation into the practices and policies of the New York City Animal Care Centers (NYC ACC).

This investigation follows a growing number of public complaints and documented reports concerning the treatment, care, and disposition of animals housed at ACC facilities across the five boroughs. LAW will be examining potential violations of city, state, and federal animal welfare laws, including but not limited to issues related to veterinary care, euthanasia procedures, adoption practices, and transparency in operations.

Our mission is to ensure that no animal suffers in silence under the protection of institutions meant to provide care,” said Alexandrea Merrell, Executive Director of Litigation for Animal Welfare. “We are committed to holding public and private entities accountable when their actions fall short of humane and legal standards.”

Litigation for Animal Welfare is actively gathering evidence, speaking with whistleblowers, and inviting current and former ACC staff, volunteers, adopters, and members of the public to share information relevant to the investigation.

LAW combines legal strategy, policy advocacy, and investigative journalism to confront the systemic abuse, neglect, and exploitation of animals. Individuals with information are encouraged to submit securely through the form at www.litigationforanimalwelfare.org/nycacc-investigation .
