Litigation for Animal Welfare Launches Investigation into No Dogs Left Behind (NDLB)

New York, NY — May 30. 2025 — Litigation for Animal Welfare (LAW), a nonprofit legal organization focused on advancing the rights and protections of animals through litigation and policy reform, has launched an official investigation into the nonprofit rescue organization No Dogs Left Behind (NDLB).

The investigation stems from a series of complaints and growing public concern regarding the welfare, transport, placement, and care of animals under NDLB’s supervision, including questions surrounding financial transparency, rescue protocols, and international operations.

“Rescue should never come at the expense of basic animal welfare or public trust,” said Alexandrea Merrell, Executive Director for Litigation for Animal Welfare Inc. “We take reports of mistreatment or misconduct very seriously, especially when they involve organizations operating under the banner of animal advocacy.”

LAW is collecting statements from insiders and adopters, fosters, current and former volunteers and staff, transporters, rescue organizations here and in the rescue origination country, and any individuals with firsthand knowledge of NDLB's practices both domestically and abroad. LAW is also reviewing veterinary records, transport logs, customs documentation, and CDC paperwork and public financial disclosures and donor representations.

LAW’s investigation and litigation support related to No Dogs Left Behind is unfolding on multiple fronts. Our current efforts include legal assistance and fundraising in support of ongoing litigation to save Niu Niu, a dog at the center of a high-profile custody battle; providing legal referrals and guidance to individuals facing threats of anti-SLAPP lawsuits after speaking out against NDLB; investigating the circumstances surrounding a suspicious fire that killed 44 dogs at an NDLB shelter; and assisting several government agencies with active whistleblower cases. These coordinated efforts reflect our commitment to transparency, justice, and accountability in animal welfare.
